Use these steps to bill a resident when no payment has been made.

Resident Entry is the default payment method, so a resident pop-up form appears automatically after selecting Ledger—Pay & Adjust. You can change the default so you are always presented with all payment options: uncheck the property policy Automatically Select Resident Entry in the Pay and Adjust category.
At Date, accept the default (current system date) or enter a different date. To enter a different date, type the date or click the Calendar button to display an electronic calendar from which you can select a date.
At Amount, enter an amount of 0.00.
At Pymt Type, select the payment type <None> from the drop-down list.
At Description, enter a description specific to the adjustment transaction.
At Payment, enter a payment amount of 0.00 or click the Allocate button to remove any amounts that may have defaulted in as a result of a resident's delinquent balance.
At Income Code, select the income code to apply the billing to from the drop-down list.
At Due Date, enter the date the new charge is due to be paid or click the Calculator button to display an electronic calculator.
At Charge/Adj, enter the amount of the new charge or click the Calculator to display an electronic calculator.
