When you save a user designed report, you are saving a description of how the report should look and the queries used to retrieve the data. You are not saving any actual report data. In Report Builder, the File menu provides the following three options for saving reports:

It is recommended that when you create a new report from a template, before making any changes, use the Save As option to save the report to the SSRS server with a new name. When your changes are complete, save the report to the SSRS server using the Save option. Then, use the Save to File option to save a copy of the report (.rdl) to your computer.
